India’s telecom sector is set for a fresh disruption — this time from Bharat Sanchar Nigam Limited (BSNL). BSNL all set to launch its homegrown 5G service in Delhi & Mumbai by December 2025. A Game-Changer for India’s Public Sector telecom, marking a significant step in India’s push for self-reliance in critical digital infrastructure.
India’s Public Sector Telecom Giant Prepares for a Comeback, according to a senior Department of Telecommunications (DoT) official, all equipment for the 5G rollout has “been working fine without any issues” during the testing phase, setting the stage for a BSNL 5G rollout in Delhi & Mumbai in initial phase by December this year.
From Lagging 4G to Ambitious 5G
Two of the private operators – Reliance Jio and Bharti Airtel, have almost completed nationwide 5G rollouts while third one Vodafone Idea have launched its 5G service in very few circle. On other hands state owned BSNL still offering commercial 4G services in select cities. This delay led to a significant loss of subscribers.
However, the government’s strategy was deliberate to nurture a Make in India 4G and 5G ecosystem instead of depending on foreign vendors. A ₹25,000 crore deal with the TCS-Tejas-C-DoT consortium was signed to deploy one lakh 4G sites, all 5G-ready. So far, BSNL has rolled out 95,000 4G towers across the country, with the equipment being fully convertible to 5G.
Massive Investment to Strengthen Infrastructure
In August 2025, the DoT announced an additional ₹47,000 crore capital infusion to accelerate BSNL’s network upgrades. Despite BSNL and MTNL together holding just 7.79% of the market share as of July 2025 (TRAI data), this investment underscores the strategic importance of having a robust public-sector telecom operator.
Soft launch of BSNL 5G in Delhi
BSNL has already tested its 4G network in Delhi using a unique “4G-as-a-service” model through a partner’s network access arrangement. This provides BSNL SIM users last-mile radio coverage on compatible devices while its own indigenous network build-out continues. This hybrid approach shows BSNL’s adaptability and customer-first thinking.

The upcoming 5G rollout isn’t just about faster internet speeds. It’s about:
